Delict is a penal act of tort, usually punished by Law in the strict sense, thus saying ''flagrant delict'' 'caught upon act of doing something bad, illegal'' etc. In Law, flagrant delicts'' are punished by Law, in the relative (penal procedure). For ex. a foreigner is caught in harbor carrying drugs by Port Police, then Port Police as a legal authority, after catching this person, lead them to Court, directly, after redaction of Court Document of Trial, delivered to Prosecutor of First Instance Court of region, and Prosecutor can judge this case self-professionally, usually within deadline of 24 hours, of adjudication of acts of flagrant delict' accordingly. Many such cases as this one above are punished by penalty instead of prisoning, if proven that foreigner who carried drugs had not been aware that for ex. some drugs are illegal in the country of arrival, ignoring thus domestic law, while in his/her country this same drug is legal, but judge (prosecutor) has to apply in this case domestic law, even if accused person declares he didn't know the applicable law in the country of arrival, when not proven at all, that accused wanted drug for only self use, and is not actually a drug dealer..with further purpose in the country, under term of ''he should have known'', or already knew but none of cases are proven, then such acts are usually punished through penalty.. Other acts of flagrant delict is adultery (punished by Law in the past in some countries, where as afterwards adultery as penal act was abolished by Law (still being a reason for divorce in all countries, but not being a penal act as such, punished by Law, and of course also in the past, ''only by taking legal action to Court as ''penal delict'' from the interested party. if so..for any reason Other acts of flagrant delicts are catching upon destroying church and symbols of religion, driving under influence of alcohol for ex. and caught by Traffic Police'' and test of alcohol, then Police as authority in this case, is the legal competent authority to impose penalties for not abiding with Law, self-professionally. etc.
