Can someone explain AMTA to me please?

It's short for Agricultural Market Transition Act. Title I of the FAIR Act of 1996. It helps farmers who participated to wheat, feed grains, cotton and rice programs in one of the 5 years prior to 1996 to conclude contracts of 7 years for 1996-2002 production flexibility.
