Translation of book on Penal Law-Part 15

However Penal Law does not only protect criminal from arbitrary act of State but all citizens as well. Thus violation of rules and rule dominant laws of Penal Law, may harm criminal(-s), to detriment of whom thy are applied, but it also harms in an indirect way all citizens, since it creates a legal/lawful environment of oppression and suppression. On the other side, care of correct and rational application of penal rules in each case, even the most rough one, does not constitute defense of crime, but also defends all personal rights and freedom, through penal justice, violation of which, being generalized, undermines State of Law and leads to its solution through suppression, applied this way.
