Article 90 of the Law of Ukraine on Judicial System and Status of Judges defines the High Qualification Commission of Judges of Ukraine as a permanently operating body in the judicial system of Ukraine.

According to the Law, the High Qualification Commission of Judges, inter alia, carries out selection of candidates for the position of a judge, organizes a special inspection of such candidates, and holds qualification examination. It also provides recommendations for the appointment or for electing of candidates for the position of a judge, as well as institutes and carries out disciplinary proceedings against judges of local and appellate courts.

The High Qualification Commission of Judges comprises eleven members who have a higher legal education and the record of service in the legal field no less than twenty years.
