work-to-rule

A form of industrial action, short of a strike, where workers do not withdraw their labor but do withhold any co-operation with their employers, beyond the explicit contractual agreement made for them by their trade union. The net effect on the organization is usually the same as a goslow, and they are often used together. One effect of these actions is to expose the degree to which the organization in question depends upon the unwritten cooperation and goodwill of its employees, who often, as a matter of course, will ignore the rule book in order get the job done and maintain productivity.
